The two tiers differ on three things only: the processor, the graphics card and the amount of video memory. Operating system, memory, DirectX version and storage are the same on both sides — so a machine that clears the minimum on RAM and disk is not going to clear the gap by adding more of either.
The storage line specifies an SSD rather than advising one. A mechanical hard drive is below the stated floor, not merely slower than the recommendation.
Read this before buying anything on the strength of the row above it.

That is Rebel Wolves' own wording, from the announcement carrying the table. Until those land, “recommended” here means the configuration the studio recommends — not a stated resolution at a stated framerate.
