It is a ratchet
There is no way to reduce Infamy and no way to have an edict repealed. Every rung is permanent for the rest of that run, so the only lever you have is the order you pull it in.
Most of it is forced
Beating a vassal is a whole level on its own — three of the nine — and Court activities and soldier camps are the ordinary route through the story. A low-Infamy run is not a playstyle you can pick.
Why it is here
No edict charges a time segment. Every edict makes later objectives more expensive to reach — checkpoints, closed gates, soldiers who attack on sight — and none of it shows up as a price on any single action.
Three independent retail sources publish this ladder and agree on all nine rungs, in this order. What none of them publishes is the Infamy value each level takes.
More soldiers in the places Coen is already going. One source frames it specifically as patrols in the areas his quests take him to.
Checkpoints on the roads. At this level most of the soldiers manning them still do not recognise Coen.
Every merchant in the valley charges more.
More soldiers on the roads, concentrated near waypoints, and each patrol has a commander who knows Coen on sight and attacks.
The streets empty after dark. One source notes merchants among the people who stop being outside.
Levels 2 and 3 again, harder.
Special patrols that hunt Coen down, plus the loss of anonymity everywhere — every soldier attacks on sight, not just commanders. One source describes this as the point Brencis formally declares Coen an enemy.
Raised stats and attack across every soldier in the valley, not just increased numbers.
The city can no longer be walked into or out of, and fast travel in and out is disabled. Climbing the walls at night still works.
Split by the only distinction that matters once you know it cannot be lowered: what the story makes you do, and what you choose to do on top.

Infamy is not a punishment meter, and this site does not treat it as one. These come from developer interviews rather than from the edict ladder itself, so they are kept apart from it above.
Read this way
A loud run is a legitimate route with its own advantages. What it buys is standing with the people fighting Brencis; what it costs is a valley that is more expensive to move through, on every objective that comes after.
The rungs are numbered one to nine, and nothing states how much Infamy each one takes. That is why there is a ladder here and no calculator: the guide said a structured consequence list beats a wrong number, and that is still true now that the consequences are known and the numbers are not.
