She is the daughter the Uriash elder asks Coen to find during A Mother's Plea.
Finding her opens The Heart Wants What It Wants, which is met by going to the tavern in western Altenmarkt.
That quest awards the Broad Swing Skill Manual — the second complete quest to manual chain any source has published.
Completing it and returning to the elder is what finishes A Mother's Plea, which is one of Bakir's Court activities.
