Coverage describes Bakir as the regime's blade — the officer sent when a problem is to be answered with violence rather than administered.

He is characterised as having wanted blood before he was ever turned, and as enjoying an audience for it, which is a different failing from Ambrus's ambition and Xanthe's detachment.
