Background

The premise as retold across lore coverage rather than stated in a single citable official document. Proper names reported only through fan retellings are deliberately omitted here until they can be checked.

Brencis is described as far older than the valley he rules — a noble of the Roman world who climbed to high office, lost everything, and kept the appetite for power that got him there.

His hold on Vale Sangora begins with the plague. With the ruler of the day ordering the infected killed, Brencis offered the valley an alternative: a cure carried in his own blood, and relief from the ordinary burdens of tax and obligation.

The price was a blood tax — a few drops from every adult, taken at a gathering held each month. Those who could not survive the taking were, by the terms of the bargain, no longer obliged to anything. It is a protection racket dressed as salvation, and it is the order Coen is trying to break.

What is confirmed

Brencis heads the vampire regime the story is built around.
The game does not gate him behind a fixed chain of main quests. A player can gather allies and prepare, or attack far earlier than intended.
Acting against Brencis's organisation raises Infamy.
Brencis answers a rising Infamy with edicts — measures enacted specifically to make Coen's life harder. Creative director Mateusz Tomaszkiewicz names bounty hunters sent after the player, heavier military patrols on the street, and putting a city on lockdown.
Brencis does not act alone, and neither do his three officers. The regime is described as responding to Coen dismantling its operations rather than waiting for him.
His hold on the valley is a bargain: he heals the people of Vale Sangora with his own blood, and demands absolute obedience in return.
He divided Vale Sangora into three dominions and handed one to each of his three officers, so the regime Coen fights is administered rather than simply commanded.
The thirty-day deadline is an event on Brencis's own calendar. His coronation falls thirty days out, and it is what makes the clock finite rather than arbitrary.
He holds Greifberg Castle because he took it — the walkthrough states he slaughtered the valley's human ruler for it.
Edicts accumulate. By the point the walkthrough picks up, several have already been proclaimed, and the narration ties their severity directly to how high Infamy has climbed.
